Winn Parish Police Jury only has the money to spend on the upkeep of certain roads. They will keep up miles of road to go to one or two houses of some folks but spend almost nothing on other roads with 10 or more houses on them. One even has a terminally ill cancer patient on it who is under care of hospice. The road going north from that residence has only been graded once this year as far as I know. ATV's are allowed to completely tear it up mud riding on it.
